Directions:

From Brevard, head east on US-276/US-64 to where they split and turn left to stay on US-276.  Drive north for 5.3 miles and turn left on Forest Road 475 towards Pisgah Center for Wildlife Education.  Go 3.1 to a small parking area on the left just before a single-lane bridge.

Map:

Hike up the gated road across the street towards the Cove Creek Group Campround.  At about 0.3 miles, there is a scenic cascade on Cove Creek just down from the road.

In another 0.1 miles, turn left on Caney Bottom Trail (#361).  At 0.7 miles from the start, bear left on Cove Creek Trail (#340) that is blazed yellow.  At 1.1 miles, a spur path to the right leads steeply down to the base of Cove Creek Falls.  I had to wade to get a good frontal view.

Here's a video of the falls.
